PSRA Inaugural Conference

 

The Property Services Regulatory Authority (PSRA) held its inaugural conference “Property Services, Facing the Future” on Wednesday the 6th of March 2019 at the Croke Park Meetings and Events Centre, Dublin 3.

Throughout the day, the conference sessions focused on key areas of interest for licensees, including; ethical conduct, mediation, anti-money laundering, protection of business interests, consumer protection and professional development.

JP McDowell is Managing Partner and the Head of the Public and Regulatory Department at McDowell Purcell. JP is a recognised expert in public and regulatory law and for the past 20 years. He provides high level strategic advice to public sector clients in relation to policy, governance and statutory interpretation.

Liz Pope is Chief Executive Officer of the Property Registration Authority, the State organisation responsible for property registration. The title registration system allows the property market to function with certainty, facilitating Ireland’s economic and social development.  Liz holds a degree in Business Studies, a Masters in Law and is a qualified barrister.

 Janette Fogarty is the Head of Enforcement and Legal Affairs. She has worked with the Residential Tenancies Board for over 10 years. She previously worked in the International Policy Division of the Department of Justice, Equality and Law Reform.  Janette has a Bachelor of Arts in Law and Business, a postgraduate law qualification known as an LLB and a Masters in European and Comparative law. She has also expertise in alternative dispute resolution and is a qualified mediator.

Dr Patricia Barker is a Fellow of the Institute of Chartered Accountants in Ireland. Patricia is an Adjunct Professor in Business Ethics in DCU.  She has published extensively in the areas of Financial Reporting, Women in the Professions, Business Ethics and Corporate Governance. She is a member of the Audit Committees of the HSE , the Courts Service and chairs the Audit Supervisory Board of ETB.

Det. Supt. Gearóid Begley was appointed to the CAB in 2015. Gearoid has 35 years policing experience in a variety of roles. He has a number of educational qualifications including a Bachelor of Arts and an Advanced Diploma from the Kings Inns. Gearoid is a qualified Senior Investigating Officer.

Niamh Davenport, Banking and Payments Federation Ireland, leads the industry’s fraud awareness programme ‘FraudSMART’. Other key areas of focus for Niamh is to the develop fraud prevention initiatives using developing technology that balances customer convenience with security. Niamh is a Chartered Accountant with a degree in Commerce and diploma in Forensic Accounting.

Mark Hayward is the Chief Executive of NAEA Propertymark. He ran a UK wide operation for one of the main high street banks resulting in extensive sales, lettings, auctions and property management experience. Mark is a member of the UK Government’s Regulation of Property Agents group (ROPA) formed as part of its intention to regulate the industry. He is on the Board of The Property Ombudsman, Tenancy Deposit Scheme (TDS) and the UK government’s Economic Crime Strategic Board.

 

 

David Hall and other concerned citizens established the Irish Mortgage Holders Organisation (IMHO) to help consumers tackle the increasing burden of personal debt.  David is the current Chairperson of homeless charity Inner City Helping Homeless. He is also the CEO of iCare Housing which is an Approved Housing Body, striving to keep people in their homes.

Dr Róisín Murphy is a Senior Lecturer in the School of Surveying and Construction Management (SSCM), TU Dublin.

Having completed her primary degree in Economics and History from UCD, Róisín holds Masters’ Degrees from both the UCD Smurfit School and Heriot Watt University and obtained her Doctor of Business Administration (DBA) from Heriot   Watt University.

Róisín has published extensively in the areas of strategic management of professional service firms and has authored several industry reports pertaining to labour market trends within construction and property sectors in Ireland.
